Alas, that statement tends to sweep too many details under the carpet.

The reasons are "good" in some circumstances, and depend on what size of
error you call "relatively small".

In practice it may not correct errors of 2 mins or more, and may not allow
the machine to keep time. Depends on the details you omit to take into
account.
