The acks for each packet i recieve for my download gets queued along with the packets for the upload. Because bit torrent is uploading hard out, the acks get delayed, and the download window cant move along. I imagine that this may be the case, or that no-one is hosting the torrent's target :) You can fix it by restricting the upload speed to a bit less than your max upload speed. Or by doing some packet shaping if you have an operating system installed that supports it. I am not an expert on these thing, so take what i say with a grain of salt.
