Unless you were able to find where the page breaks go based on headers,
numbers, or something,
you really have no choice but to reject the book.
Books having page breaks is a current requirement so, unless this is
fixable, it gets the pink slip.
And since this has languished on Step 1 for so long, it is not likely
anyone will come along
and do it.
