Richard,
US automobile emissions are measured in grams per mile, not grams per
gallon. European Union emission are measured in grams per kilometer, which
I suppose could somehow be construed as grams per mpg.
European regulation will require diesel with <=10 ppm of sulfur by 2009. US
diesel allows a maximum of 15 ppm of sulfur.
Current US diesel emissions (Tier II) are more restrictive than the current
European (Euro 4) standards, especially in particulate emissions. This is
why the few European diesels available in the US were withdrawn in 2007.
Some have returned with the addition of urea injection to meet the current
Tier II standards, and will also meet the September 2009 Euro 5 standard.

The European diesels use a different fuel formulation, though I think the
US is getting closer to it. The other problem is US EPA regs are based on
emissions per gallon, not emissions per mpg. Maybe the new energy
secretary will make the rules a bit less stupid.
