It allows DOS programs to access all the memory in a system, as well as CPU functions that are not available in "real" mode. If you've heard of Windows 3.1 running in "Enhanced Mode", you can draw a similarity...in fact, DPMI was introduced by Microsoft for Windows 3.0, sometime about 1989.
