Although I've never been one to defend Windows or M$ (and you all know that), ***aside from making a SECURE OS***, it's not the job of Windows nor M$ to protect people from evil-doers. That's why PC users must learn what they are doing and learn about PC & internet security. ***And since M$ has failed since day one to provide a secure OS and failed in protecting people from (their) flaws, bugs and exploits, is all more the reason we must take matters into our own hands and learn ourselves.
