Plus some anti-malware programs (and KIS) prevents it from 
being changed without your consent.

We all use the HOSTS file. In Windows, it's blank by default.
What we're talking about is adding entries to block known bad 
sites.
AV and Spyware programs should monitor rogue entries, so 
there's not
much to worry about if you pay attention.
