Iain,

I'd say the problem with that reasoning is that in this case you start
out knowing exactly how many shots you're going to need to shoot to
hit him.

For example: in your example you have 6 shooting + perception, and
pick 5. In that case I might say "Sure, I'll 'shoot till I hit him,'
knowing I'll be expending three rounds before I even start pulling the
trigger.

If I picked 1 on the RNT, meaning I'd have to fire off 7 rounds to
kill him, I might well decide to only fire a single bullet and endure
the consequences rather than fire off my entire supply of ammunition.

When I've played the books and am asked to choose a number of rounds
to fire (and then add it to a random number), I've always made myself
choose beforehand, because the foreknowledge of the required number of
rounds seems like an unfair advantage for me. On the other hand, the
point about hearing the enemy's scream is a good one. I'm not sure
what the solution should be... perhaps forcing the reader to choose
how many rounds to expend beforehand but allowing them to stop
shooting when they hear the scream? I'm not sure.
