[gmpi] Reqs 3.9. Time - opening arguments

It's time for section 3.9 - Time.
There are a couple FIXMEs and a lot of questions left open in the details.
I've added a requirement about plugins controllig the timeline.
Let's get to it - do we have the requirements down? Did we miss any? Are
we too vague or too detailed?
