You're correct that it is of little or no value to the ~15% or so viewers
who depend exclusively on OTA.

However, there are many more basic cable customers who are delivered OTA DTV
stations in the clear and who can view them at no additional charge (without
the expensive upgrade to digital cable) using a QAM enabled receiver.
IMHO that is one of the things it is "good for".

There are also many homes that simply can not receive OTA signals and who
don't have an OTA option ......

So having a clear QAM tuner is helpful to those who do not choose to subscribe to digital cable, as they can receive the HD content from local broadcasters without having to pay for the HD tier.
