at being one. beneath all the apps, a smartphone also needs to be a tiny 
server, performing automated switching and routing of radio and wired signals 
in real time, to pretty exacting standards.

That's the baseband, AFAIK. The phone OS (can be ios or android) just
sends commands to the baseband CPU and to its *separate* OS.
