OK so you probably can just about play 4K video under Haiku on an i7+
grade CPU but it will eat most of your CPU, bring the rest of the
system to a crawl and is still unlikely to provide a consistent 60
fps.
If Haiku wants to be a professional media consumption or production
platform, it needs hardware acceleration support ala vaapi and not
just SSE.

hardware decoding helps offload the task from less capable processors –
anything made in the last seven years will play back even h.265 (presently
the most processor intensive format) with no trouble – if it can drive a 4k+
screen, it can play video on it, as long as your file i/o is fast enough.
