David,
I don't know about semantics (or BANA rules), but an "astricised"? list
(did I just invent a new word?!) is a lot easier for a touch reader to
locate quickly by scanning the margin, especially if it is block
indented to cell 4 (with the asterisk left on the margin). This location
factor is the same reason that lists use these devices anyway for visual
location on a page.

        In producing braille for North American readers, this isn't a
matter
of opinion, but rather a rule.

I find that interesting. Is there no semantic information to be gained
through knowing
that a particular sequence of items is presented as a list, rather than
a
series
of paragraphs?

I can't think of one right away, but I feel there might be.
