The Englishman in the Chinese room understands the English version of the 
stories but does not understand the Chinese version.

Stuart argues the man cannot understand the Chinese version for reason that he 
exists merely as a cog in the machinery responsible only for implementing rote 
processes, i.e., according to Stuart, it's simply not the man's function to 
understand the stories. Stuart needs to explain then how it happens that this 
supposed mere cog in the machinery understands the stories in English.
