You forget these things, Craig, so how would you know? The courts made it
plain: If you want to mandate neutrality, you cannot do so with Internet
broadband classified as an information service. You missed this then, I
pointed it out to you then, and we're back to square one. Refresh your memory
with this article, from those days:
http://variety.com/2015/biz/news/net-neutrality-fcc-chairman-proposes-to-reclassify-internet-like-a-utility-1201422752/
"In January of last year, the D.C. Circuit Court of Appeals overturned the
FCC's previous set of net neutrality rules, concluding that the agency didn't
have the solid legal footing to impose them. The judges said that the FCC was
attempting to set utility-like regulation for the Internet without actually
classifying broadband as a Title II utility. The FCC currently considers the
Internet an 'information service,' not a Title II 'telecommunications
service,' the classification given to phone companies."
In short, again, it's exactly like I said. As soon as the FCC did the right
thing, the court approved. There was no lag time to speak of, no protracted
arguments, nothing. It sailed through.
The FCC DID NOT do the right thing Bert. They exercised Title II when they did
not have the authority to do so, then got a rut o ignore the law. There are
some interesting parallels here with what is happening with DACA. The executive
branch DOES NOT have the authority to write laws or to ignore them.
Fortunately the whole Net Neutrality issue will soon be returned to Title I and
if the bright line rules are desired, Congress will have to put them into
legislation.
Nobody is talking about Zero Rating on fixed broadband services Bert.
On wireless, where there is some reasonable competition, it's not such a big
deal. But if the fixed broadband services impose data caps, as some are
already doing, it could easily become an issue.
Data caps have existed for years with fixed broadband Bert. The caps are high
enough already to support the shift from facilities based MVPD service to VMVPD
services delivered via the Internet. The caps can be an issue for a family that
is trying to use 3-4 streams simultaneously.
All depends on how draconian the caps are. Assume 4K video requires an
average of 12 Mb/s, with an advanced codec. If you watch 4 hours per day,
that would be just about 670 GB per month. So, 200 GB/mo doesn't come close.
What cable modem service has a 200 GB per month cap Bert. Please stop creating
false straw men.
It could become an issue. If it does, for wired broadband (or also fixed 5G
service, most likely), abolishing zero rating may be the only viable option.
No. IF the caps are an issue for a fixed broadband service there is no reason
why it should not be possible for an Internet service to help pay for the bits.
But it is highly unlikely that this will ever happen.
Craig. You're flat wrong on 600 MHz as a 5G service, even as backhaul, you
seem befuddled by who the "special interests" might be, and you're flat wrong
on what the DC court told the FCC to do.
Nope. The 4.5G MIMO radios that T-Mobile is already deploying are software
upgradable to 5G.

You really need to check you facts before spouting off...
