But it's not a problem unless the two identical addresses happen to coexist in the *same* IP subnet. When this happens, ARP can't resolve the IP address to a MAC address very well, if two devices respond to the same query. DECNET used to assign its own MAC addresses to every device in the subnet, so this was never a problem.
