There?s an error in Pete?s post. A/53 requires the transmission of both
CEA-608 and CEA-708 captions in the digital video stream. Kind of a stretch
to say that the transition needs to be delayed because of a lack of tower
crews for redundant transmitters and antennae.
There have been about 10 years to install the gear. The real crunch was
with the first phase.
