I think that's unlikely to happen in this life. Permissible COFDM is more likely, but nobody's going to abandon 8-VSB households. If the FCC decides at some point in the future to de-allocate ota broadcasting, they won't be replacing it with a different form of broadcasting. That would sort of parallel the MPEG 2 QAM system I worked with for several years.
