The answer would seem to be that the NTSC TVs will have "converters" "generally available," to use the language of the Balanced Budget Act. So, what if COFDM-to-8VSB modems were "generally available"? Zenith has already demonstrated relatively inexpensive 8VSB modulators for just such purposes, so the converter would need only that, a tuner, and a COFDM demod -- none of those expensive HD decoders, scalers, and broadcast-flag-proof digital outputs.
