An interesting thought.  If the owners of ATSC set-tops have a basis for 
lawsuit, why don't the owners of NTSC TVs?

The answer would seem to be that the NTSC TVs will have "converters" "generally 
available," to use the language of the Balanced Budget Act.

So, what if COFDM-to-8VSB modems were "generally available"?  Zenith has 
already demonstrated relatively inexpensive 8VSB modulators for just such 
purposes, so the converter would need only that, a tuner, and a COFDM demod -- 
none of those expensive HD decoders, scalers, and broadcast-flag-proof digital 
outputs.

Just an experiment in speculation.
