I never thought the notion of govt funded STBs made a lot of real sense, but you might have made me a convert. If the US govt is truly expecting to use the money they tax from hard-working people, to buy these boxes, then the hard-working people who are funding these freebies have a right, even an obligation, to make sure their money isn't going down the sewer. I submit there's a good case to be made for Congress, who represents the hard-working people they levy taxes from, to charge the FCC with the responsibility to test these boxes, and ensure that they at least match NTSC reception prowess. In fact, having seen the successful LG design, why shouldn't the FCC be directed to use that as the gold standard at this time?
