I suggest that the rule is just like monophonic voice stealing - if a new start gesture comes in, an end gesture is implied, executed before the new start. However, I think that this rule is only a guidance. We can afford to let plugins handle this case however they want. It should be clear, however, that this is erroneous behavior by the host.
