following on from what Andrew has already said, I'm curious as to why you
want to move a label from one label track to another.
Just to clear up a possible misunderstanding, labels are stored in label
tracks, they are not stored in audio tracks.
Although I don't think that there is often a need for this, you can in fact
move a label from one label track to another using the Labels editor. To
open this, open the Edit menu, open the edit labels sub menu, and choose
Edit labels. The editor contains an table, and each row represents a label.
The first cell in each row is the name of the label track which contains
the label. To edit this, first press F2, and you can then choose an option
from a combo box. One of the options is new, which allows you to create a
new label track from within the editor.
