I am pretty sure that the short answer is that, for all practical purposes,
you can't. And even if you could, why bother? You can move a region label
in its track. I did copy a label from one label track to another, but they
both referred to the same piece of audio. Therefore nothing gained. And
when I deleted the label from one label track, the corresponding label
disappeared from the other.
If you want labels on one label track to locate audio on a specific track
and labels on another label track to locate audio on a different track, that
is easily achieved.
I had not done it before, but you can move label tracks up and down just
like an audio track by using the Application key. That could be helpful in
