If one wants to understand what the word 'right' means in the sentence
'The police have the right to ...', insofar as the sentence refers to
the functioning of the police, then one turns to that which establishes
the police, i.e. government.  And government is not a language game.

Correct.  And acknowledging this is the first step in recovering from
that nasty habit.
