Those tests (except GRE) are for people intending to pursue education
in those nations - so that they have a reasonable grasp of the
language used as the medium of instruction. If anything, they ensure
that all students have knowledge of a common language - which is
precisely what we need to do here as well.
LUGs are location specific - not language specific.
