When FAT32 came out, Microsoft had to lock out disk utilities that were FAT32 unaware, to prevent corruption. They introduced a new command-line command called LOCK (maybe one named UNLOCK also, not sure), which will tell the system to permit the subsequent programs to have direct access to the disk. They seem to have modified it in more recent versions to simply give a disturbing warning.
