Francis,
On some sites, like the L.A. Times site, you can't at all depend on the
status line to tell you anything useful. It may say the page is still
opening when in fact it's fully loaded, or it may soy "done" when it's not,
and so forth. This is a Web site with some major issues.

The progress announcement doesn't lag at all. JAWS interruptability takes
care of that. It's following the page download progress bar and does a
pretty good job of it. But then, if you don't like it, you can turn it off.
You can rely on the Insert Page Down to tell you when the page is fully
loaded.
