I think your thinking is akin to reasoning that "even though the
opposition candidate won, since the turnout was 35%, we will declare
the incumbent as the victor as he/she is more qualified to hold the
post".
no, that is stretching it a bit far. if the turnout is 5%, i will be happy
to announce a winner. i have just posted another message to that effect.
if the turnout is sooooo low, i have to go with status quo - there is no
mandate for a change. 1% of people calling for a change, however vocal
they may be, is not a mandate.
