John,

The fact that the file is a .BRF file is probably the most important piece of the puzzle. No screen reader will ever read that kind of file correctly because screen readers are designed to read text, and that file is the result of translating text into braille. Whenever you run into a problem like this, it's a good idea to tell us what kind of file you're trying to read. Had you mentioned that at the outset, you'd have gotten the answer quite a bit sooner.
