The problem is that different definitions of shoto are conflated. From a gameplay perspective, a traditional view of a shoto is a non-charge character that controls space like Ryu (DP + fireball). So Sagat would be classified as shoto, but Sakura and Gouken aren't. From a design perspective, Sagat is not a shoto, but Sakura and Dan are.
