I honestly think they mean well.  That is really no excuse for ignorance.

I had a counselor tell me the other day that she had spoken with the disabilities coordinator at a local college and she was encouraged that the disabilities coordinator was trying to wean their blind students off of Braille. The counselor thought that this was wonderful, and that blind people need to start living in the real world and use laptops instead of notetakers with Braille displays and Braille keyboards. She used this reasoning to reject a recommendation from her agency's adaptive technology specialist for a Braille display with Braille keyboard to be used by the student with their screen reader and also with an accessible PDA. Of course the counselor is always right since the adaptive technology specialist is blind he obviously is not capable of making an unbiased decision.

Sorry, but this is getting to be more and more the typical response of sighted counselors and the sighted management that backs their decisions.
