I was able to remove the front element, but the fungus is behind the middle element which as you say is sealed, like the fate of the lens I'm afraid.

It might not look like it, but an EL Nikkor is made with two lens cells which unscrew just like a Schneider enlarging lens.  Have you removed the cells to see if the fungus is growing inside the cells?  Usually, the fungus will not be inside the cells as they are sealed, but rather only on the rear of the cell where it can be easily cleaned off.
