To turn on "Quote the text of the original message", you have to first
switch to All-New Mail (in the top left corner) at least for a minute.
Then click on Options < More Options (in the top right corner), and then
put a check mark in "Quote the text of the original message" in the
General section and click Save Changes (in the [almost] top left corner).
