Data  was  removed  and  transferred,  programs  uninstall,   Much  of  this  
stuff  was  past  retention  anyway.  I  will  never  be  a  USA  President  
so  m y  papers  do  not  go  into a  library,

I understand the sentiment well, but I cannot see why format wouldn't 
work. It would clear away the cludge of the present problem leaving a 
machine ready to be set up fresh. The most likely objection to it is the 
loss of valuable files. In that case, why not move as much as possible 
to a USB device before doing the other stuff as a safety precaution?
