What you say is true enough, I guess.
One has to have a "contractors" license to build
houses.
My daughter in law has to have a cosmotalogy
license, and pass a state exam to get it, to have a
beauty shop.
A truck driver has to have a special CDL drivers
license.
I could go on.
The point is that I didn't have to pass any tests,
or get any type of certification to open and
operate a tv repair shop.
Some states require that, but Tennessee doesn't.
Perhaps there is no need because if one is not
"qualified" they won't be in business very long.
Because the customers won't come back.
