Its not two phases. Its 220, single phase, with the center tap grounded.
Part of the house uses one hot and part of the house uses the other hot. The
hot water heater, electric range, oven, clothes dryer, uses the 220. The
local power transformer is three phase with three isolated 220 secondaries.
Its called the 3 wire Edison System.
