I respectfully disagree. there  is no real proof that more stringent codes
increase numbers.If there is absolute proof then I would like to know where
it is documented. The GSD has always been a popular breed probably much to
its detriment. If a person is selecting a dog for his family, they already
have in mind a couple of breeds they are considering and are drawn to
either by the breeds appearance, trainability, and of course what the needs
of the family are. I have never met anyone who stated " We chose this breed
because of the breed's Code" What may increase a breeds numbers are the
ability to owner handle, a lack of insurance liability ( meaning insurance
companies will insure you if you own a certain breed of dog, whereas some
carriers won't with some breeds including ours), perhaps it is a breed that
hasn't been "labeled" as a dangerous breed by a local communities( and in
some cases ours has been as it can attract the "wrong" sort of people) and
also we must consider the public is more aware of different breeds because
of the exposure to televised conformation and working events. I am
certainly not saying that a few GSD breeders couldn't benefit by being more
stringent about what they breed, especially in regard to temperament, but
at the end of the day the burning questions still linger..who is going to
enforce this stronger code, who will be the breed warden, does the GSDCA
want to be involved in a potential perpetual state of litigation, who is
going to monitor the standard of care on a regular basis. Christine
