I think they are betting that few people will be using their sets for OTA if they have cable. Big mistake if their receiver doesn't match the 5th gen receiver IMO. Lots of bad PR and returned sets. Once the 5th gen receivers are on the market there will be a lot more interest in OTA and they will not want to have an inferior receiver in high end sets. ATI may make a deal with LG.
