The Editors of both of the magazines involved in our hobby have seats on the
Miniature Railways Liaison Group (MRLG), now the British Model Engineering
Liaison Group BMELG) albeit that one attended frequently and one hardly
ever.

As members of the group they have full rights to do what they like with
information emanating from the group, and, in fact, have always been
encouraged to spread the word. However....................you can take a
horse to water but you can't necessarily make it drink!

In their defence, owing to the tardiness of one of the parties around the
table the document wasn't finally signed off until 28th October.

Having arranged the printing of the Test Code and the relevant documents, I
can tell you that it was quite hard work getting them out before the
starting date. No doubt with the lead times required for printing a
periodical they wouldn't have managed to beat the Federation's efforts in
disseminating this information.

In essence, The test code is a document of understanding between the
national organisations who arrange insurance for the organised sector of the
hobby and their insurers, and it is for them to ensure that their membership
is fully acquainted with its content which they have done by fully
circulating all relevant parties.

In my opinion everyone in the hobby who has a boiler should have their own
copy of the Test Code. However, life is not that simple and you would be
surprised at the number of clubs who don't order any more copies additional
to those originally sent them. That's how misunderstandings and
misinterpretations arise.

The recently published document is not the first the hobby will have heard
of the 'significant changes' as a broad outline of the proposals has been in
circulation for about a year. In fact I gave a fairly concise report to the
Southern  Federation's AGM in March of last year, which was reported in full
in a subsequent Newsletter. Also as a member of the 7 1/4 Gauge Soc I know
that it has continued to keep its members up to speed on the proposals.

Anyway getting back to;
