An examination under steam pressure shall be undertaken, a) before first
placing the boiler into service, barter every hydraulic test, and c) at
intervals (bold text on) not exceeding fourteen months. (bold text off)
Seems clear to me.

Where did the boiler test every 14 months creep in?
My boiler inspector having read the new rules told me that it was still two
years.
