If I have my facts in order here is the solution.
1. Go into control panel.
2. Hit F to find folder options and hit enter.
3. Go to the view tab.
4. Tab down until you are in a tree view. On my system it is 2 times.
5. Go to the last item which should be "show pop up description for folder
and desktop items" and make sure it is set to off.
6. Hit enter on apply and then on ok.
