Is there any way for a totally blind person to use a help
balloon?
I have tabbed to the systray with fingers moving faster than the
speed of light but still by the time my computer got there, moving at
the speed of snale, there was nothing there.
So, I keep the help balloons messages turned on in the "never
say die" hope that I will some day be able to read one!

jaws related turn them off in configuration manager under verbosity.

There is a program that you can download from
Microsoft call tweak UI

                        It is a power toy

It is a free download and it helps change
settings in xp allot easier than fishing around for different settings.

                        Go here
