[haiku-development] Moving clock options to Time Preferences

I am thinking of moving the Clock related options currently in Deskbar
and Locale to Time preferences. The idea is to consolidate all of the
clock related preferences to one location, and the best location is
Time.

This changed is spurred by the discussion that followed from when I
added some more clock options to Deskbar (hrev43984) and also ticket
#8769 which makes the (long and impassionate) case for moving the
12/24 hour clock options to Time prefs.

The clock options in Time would look like this:

Deskbar preferences would look something like this (except with a few
unrelated options added since this mockup was made):

Although the clock options would be removed from Deskbar preferences
I'd like to keep the 12/24 hour clock setting in both Time and Locale
since it has a place in both. Setting the option in either would
affect the other (and of course the clock in Deskbar as well).

The only clock option that would remain in Deskbar would be the
ability to hide and show the clock by right clicking on the clock.
Doing this while the clock tab on Time preferences would update the
checkbox.
