Hallo John,

The clock options in Time would look like this:

1) The best place for 24h/12h selection option is Locales preflet;
2) The best place for _Deskbar_-related settings is Deskbar preflet;

By the way, in no relation to my opinion about uselessness of this tab - it is looking like bad designed: left and right parts are unbalanced, options can have more vertical spacing in case of 2-columns layout.

Deskbar preferences would look something like this (except with a few
unrelated options added since this mockup was made):

The height x width ratio is uncomfortable and can provoke some kind of mental disorder at our users. I'm not joking - it hurts the eyesas the lamp in the police station.

Although the clock options would be removed from Deskbar preferences
I'd like to keep the 12/24 hour clock setting in both Time and Locale
since it has a place in both. Setting the option in either would
affect the other (and of course the clock in Deskbar as well).

I still see no reasons to duplicate the settings. And that is even more unacceptable - any "hidden", implicit relations between options in separate preflets.It is even more dangerous for user's health than bad HxW ratio.

Overcomplicationg the things is not a BeOS way.

PS: Usually, before concepting some UI dialogs or windows I read some pages in the book about user interfaces design - just to refresh the rules and not to miss something that was "written by blood" ... yes-yes ... by tears from the exhausted user eyes. ;-)
