No other tracks move when using left bracket [ . All left and
right bracket do is to move the cursor or the selection.
Audacity only has one time range in each project window. So
yes the cursor or selection will move in all the tracks. Using an
older version of Audacity will not change that.
If your desire is to move a selected track, what goes wrong when
you use Tracks > Align Tracks > Align with Cursor as suggested?
Here are steps that might help.
1 Select the track you want to move. Deselect all other tracks.
2 If you have a selection in the project that you don't want,
press HOME on your keyboard to remove that selection. This
is optional. The Tracks > Align Tracks > Align with Cursor
command that you are about to use will align the selected
track(s) with either the cursor or with the start of the
selection. The cursor or selection will not move.
3 Use left bracket and enter the time at which you want the
selected track to start. Press OK.
4 Choose Tracks > Align Tracks > Align with Cursor. The selected
track now starts at the time you chose but the unselected tracks
stay where they were.
