When doing what? Please give us steps to reproduce the problem
then we may be able to see what the problem is.

It's by design that audibility depends on solo/mute status and
not on selectedness.

If there is a problem you're the only one to have found it, so we 
need to know how to recreate it. 

To answer your other question, you can't use Time Shift Tool
without a mouse, but there is an alternative here:
http://wiki.audacityteam.org/wiki/Nyquist_Effect_Plug-ins#Time_Shifter .
