If you have a software problem, then a fresh install of OE might fix it.  If
the problem is the structure, wording or arrangement of your rules, then a
fresh install won't help because you will just make the same rules over
again and still the same problem.

If you have not already done so, visit http://insideoe.tomstterdam.com.
Look for problems with message rules and tips for good
message rules.
