I agree with Craig that OTA service was already under utilized by the time
ATSC went into play. But the fact that the only way to get reliable
reception is to have an outdoor antenna with direct line-of-site to the
transmitter certainly limits the circumstances for which one can use FOTA
ATSC. I've yet to find a location in Las Vegas where all channels can be
received without it.
