I didn't think this was anything new or different when I first read the article on TV Technology. Just like Ron points out.

MVPDs make financial arrangements with the content owners, BEFORE they resell the signal to subscribers. They don't just make a tidy business using other people's IP, without some kind of arrangement.

And what's the big technological deal about taking the NYC OTA TV signals and making these available over a cellular network? Don't cell networks already do some of this? Like Vcast? If anything, Vcast beast this, in the sense that all the TV shows are stored "in the cloud," as people like to say these days, instead of in your own PVR.
