Susan, As an environmental consultant, we are required to use data that is creditable (either well-known or by biologists). That said, I use eBird as a reference and note it for the "possibility" that a species may be present. As I've requested on eBird previously, it is for this reason that it helps for the listers to post pictures of rare/threatened/endangered species with their list to provide more credibility. Also, providing specific location (instead of just "city" or "county") helps as well. Unfortunately with "citizen science" it is hard to prove that the listers know what they are actually talking about. In all, I still feel like it is a valuable resource for my reports.
